Base Upgrade

Well, I couldn't sleep due to feeling seriously crappy, so as long as I was awake, I figured, what the hey, I'll finish the LEMURS base (told ya, once I get started, I gotta build!). Anyway, I think it's done, pending approval.

- Workshop: rearranged, all base salvage converted to Arcane Rare salvage and stored. New salvage rack to separate invention salvage from costume and event salvage
- Power: slightly redecorated
- Control: upgraded to tier 2 control, added Pillar of Ice and Flame (to keep to the base's feel, it's sort of a "burning bush")
- Teleportation: teleporters consolidated to one large room, 2 new teleporters added, Terra Volta and Pocket D beacons acquired. Teleporters now access (clockwise from the door): Atlas Park/Kings Row, The Hollows/Perez Park, Steel Canyon/Faultline, Independence Port/Terra Volta, Talos Island/Striga Island, Brickstown/Crey's Folly, Founder's Falls/Croatoa, Peregrine Island/Pocket D. This should give a good mix of high and low zones, hub zones, etc., making easy transport for all levels.
